What is GOST R Declaration of Conformity?

GOST R Declaration of Conformity is the official document where a manufacturer or importer or retailer assures that his products meet Russian safety regulations. It is a pre-requisite for product placement onto the Russian market but is not required for customs clearance.

A declared product should be marked by the registered GOST R sign or The Mark of Conformity to demonstrate compliance to applicable Russian standards.

Application Scope

15 to 20% of products in liable to mandatory verification of conformity, are required to have the GOST R Declaration of Conformity

• Consumer Products – foodstuff, household furniture, watches and clocks, carpets, perfumery, textile, clothes and footwear for adults

• Polymeric, Rubber and Paper Products

• Some Electrical Goods and Industrial instrumentation

Procedure

GOST R Declaration system is supervised by Rostekhregulirovaniye (Federal Agency for Technical Regulation and Metrology). Only a Russian legal entity can be a holder of the Declaration of Conformity.

The GOST R Declaration of Conformity is drafted and signed by the manufacturer, or importer or retailer according to the enacted template. It should also be registered in a GOST R Certification Body accredited by Rostekhregulirovaniye.

The Declaration of Conformity has legal power equal to a Certificate of Conformity.

Registration of the Declaration of Conformity by the GOST R Certification body is based on the following:

• Test protocols from GOST R accredited laboratories

• Voluntary GOST R Certificate of Conformity and/or other certificates

• documents presented by the applicant
